Stop renting clearances. Start building them.

The cleared-talent market treats a clearance as a commodity to bid on. We think that's backwards: the durable answer is growing cleared people — and engineering delivery so you need fewer cleared hours in the first place.

Everyone in this market has watched it happen: the same small pool of cleared engineers cycling between the same contracts at escalating rates, recruited by keyword, sprayed at requisitions, gone in eighteen months. The industry calls this a talent shortage. It's partly that — and partly a strategy shortage: an entire ecosystem optimized to rent clearances instead of build them.

The rent trap

Renting is rational for any single contract and ruinous for the system. Nobody sponsors, because sponsorship pays off after this option year. Nobody trains, because a sharper engineer is a flight risk. The pool stays fixed while demand grows, rates inflate without capability inflating, and the clearance itself — an eligibility determination — gets treated as the skill. It isn't. It's a door.

Build, instead

The alternative is unglamorous and it works: hire for aptitude and attitude, invest in the clearance process, and train relentlessly — knowing some people will leave anyway and being worth joining anyway. A cleared professional whose employer raised their market value is the most loyal asset in this industry, and the candidate experience — career-first representation, honest rates, training included — is the recruiting advantage nobody can fast-follow.

And need fewer cleared hours at all

The other half is engineering, not recruiting: build on the low side and promote finished software up, so the clearance premium is spent only where it buys something — integration, classified data, operations. Teams that design for this need a fraction of the cleared hours their competitors bid, and that's a cost advantage that compounds every sprint.

Where we stand: clearances are grown, not harvested. We'd rather build a cleared engineer than outbid you for one — and we'd rather architect the program so most of the work never needed the clearance at all.
